CAR WILL NOT START LOST KEY BUT SWITCH IS NOT TURNED ALL THE WAY OFF COULD THIS BE A PROBLEM BECAUSE MY KEY HAD THE CHIP IN IT

If the key with the chip (transponder) is missing, you are going to have problems starting. He immobilozer would be locked and unless the correct key with transponder is used, it is not going to start.

You would have to get the system reprogrammed but without any learnd key, it is going to be a problem. Check with your local dealer for more detils.
