2002 Dodge Neon Suddenly won't start

I have a 2002 Dodge Neon SXT. Drove to store and when I came out, car would not start. Have power but does not turn over. Took out starter and brought to auto zone. It passed their starter test. Put starter back in car. When I turn the key, I can hear the relays/fuses clicking, then an undetermined hum. Please help!

Determine where the hum is coming from. Also, have a helper turn the key to the start position while you check for power to the smaller wire on the starter. You should have 12 volts. Let me know what you find.
