2002 Dodge Intrepid Repair Question

Dodge Intrepid Battery Problem
Car initially wouldn't start (multiple codes) Cranks but won't start. Changed cam sensor, crank sensor, spark plugs, and coolant sensor. Cleared codes. Car still won't start. new code P01684 & P0700 Battery is new. Battery has been recharged. Found a module with a line coming from it on the passenger side of the engine block. Don't know where to connect.

P1684 is probably due to battery disconnection within 50 start cycles
That cord looks like for the block heater on side of engine block-
