When driving the vehicle going 10-25 mph, the steering wheel shimmys. It stops once you reach 30-40 mph. Is this related to tires and/or brakes

If it happens without applying the brakes, then it's likely a bad tire with a broken steel belt. If you get the car in the air and spin the tires while observing the edge of the tire from the front, you should see an obvious deformation in the tire.
