Why does my ignition fuse keep blowing

It started as a fuel filter problem.After getting fuel flowing,every time I turn the ignition,the starter turns engines and then the 40amp ignition fuse blows. Any idea why?

SO YOU ARE TURNING THE IGNITION TO START OR JUST THE ON POSITION?

Turning to start. Motor begins to turn over and then fuse blows

SOUNDS LIKE A BAD GROUND.. CHECK ALL YOUR LARGE GROUNDS LIKE THE ONE FROM THE BATTERY TO THE ENGINE IS WHERE I WOULD START.

Could it be a bad ignition switch or starter not disengaging?

I WOULDN'T SEE IT BEING A IGNITION SWITCH. LIKE I SAID ID START WITH THE SIMPLE. CHECK YOUR GROUNDS.

I've checked all grounds, replaced relays, checked fuses,and now replaced starter with selenoid and when I try and hook up my negative battery cable, the starter true to start engine with the ignition off.

Checked grounds,Replaced fuse and relays. Installed new starter with solenoid and when I go and try to hook up negative battery cable ,starter tries to crank engine with ignition off.
