Instrument cluster replacement

My car needs instrument cluster replaced. I found a few in eBay but the seller states that it needs to be "cloned" for service fee exactly as my old one otherwise the car may not start.
Is that true? I know how to replace it but this cloning requirement got me confused.
Would you please clarify?

I have never heard that before. The only thing I can think of is having the mileage matched to your existing mileage your car has. Hope this helps and feel free to ask any questions. Thanks for using 2CarPros.
