Cadillac DTS Starter Problem

I have a 2002 Cadillac DTS that won't start. I bought a brand new battery, just put in a starter and nothing happens. You turn the key to the forward position and the dash lights go on, but as soon as you try to start the car all the dash lights go off and there is no cranking or clicking at all. What the heck is wrong?

Have a helper turn the key to the start position while you check for voltage at the smaller wire on the starter. You should have 12v. Let me know what you find.

Yes 12v. The security lights is blinking. Could it have something to do with the key? ignition? security system?

cycle the left front door key cylinder. the alarm should stop.
