Car has the P0440 code. What is the most likely cause?

I have been struggling with getting this car inspected. Started off with an EGR code which has been repaired. Now it is showing only the P0440 code but it registers tice after the EVAP monitor is satisfied. The shop has had it for a couple of weeks but has not cleared this issue up and they have not shared what they actually did on this code with me.

Shop maynot have equipment to perform testing. Need EVAP pressure and purge station and Ultrasonic leak detector

Can only find generic one 440 is LARGE leak so smoke test should show problem. Has gas cap and filler neck been checked out?

I replaced the gas cap already. What do I need to look for on the filler neck? How do I do the smoke test?
