Radiator Fan Help Please!

My 2001 Jeep Grand Cherokee keeps overheating because the radiator fan turns off instead of turning to a higher speed once the car hits 210*. We already changed the thermostat, relay, one sensor, and the fan motor - however the problem still persists. Is there anything I seem to be overlooking - or how can I test if we received a faulty part?

Attached is a fan circuit.

Use a test lamp to ground the relay cntrol terminal # 2 of the relay and if fan speed does not increase, the relay is bad.
