2001 Isuzu Rodeo check engine light

My check engine light WON'T come on. When you turn your key on and all your lights in the dash come on like the oil light and airbags and transmission and such well the check engine doesn't light up and I can't get it inspected because the computer they hook it to for inspections can't get a reading. Could the bulb in the dash be blown?

Bulb cold be burnt or missing even if bulb doesn' work machine shold still be able to read, auto parts do it for free so check there ifit doesn't then it needs to be seen for a pooor connection etc.
