Why do the odometer numbers look like a Gremlin is in there crawling around?

2001 Dodge Stratus 2.7L Sedan SE
For a couple years now, different idiot lights on the instrument panel will randomly come on, but there are no codes triggered (so the light is false).
•Also the high-beam light will not come on anymore even though the lights work fine.
•The brake light stays on all the time now even though there is no brake problem.
•The odometer numbers flicker and dance around randomly most of the time.
•I ran the self diagnostic on the dash panel and it shows no problems.
•Is the problem probably in the instrument panel itself (I have already pulled it out and checked all the connectors once already) or is it in the body control module? Or could it still be a connector or ground issue somewhere?
•Any ideas on where to look next?

I would be checking earth connections, and if you can try a different cluster as it may have a dry soldered joint that acts up not an uncommon electrical problem I come across from time to time.
