Turn Signal Kills Radio, Heater, Etc

When I turn the key to run the left turn signal operates without a problem but once I start the van the left turn signal kills the Radio and Heater. A visual inspection of the wiring yielded no results however several suggestions point to a faulty solder joint in the instrument cluster. What other possible solutions (if any ) could you offer? (Already replaced BCM)

Prior to purchase I was informed that the body control module was replaced. I also notice that the steering column once unlocked doesn't lock back into place very easily. I noted this while I was doing a visual inspection of the wires. Also the speedometer reads 56000 not the 156 that was suggested by the person that sold it which they stated was off due to the bcm replacement.
