Fuel pump

2001 chevy malibu will not start. Replaced the fuel pump and filter. Switched the relay with the a/c relay since I knew it worked. What could be causing this?

What is the fuel pressure reading?

If pressure is fine, is the security light on or flashing when cranking? If it is security system may have to be relearned, if no pressure, jump relay and check for power and ground at pump, power on grey wire, ground on black.
