If both tires are off the ground and the van is in park should the tires spin or not move?

The non-driving wheels will spin freely. The driving wheels will spin in opposite directions. If the brakes are dragging a little, which is normal, you'll be turning two wheels that can be a little hard to turn at the same time, but they will turn. If it's not in "park", either driving wheel will spin freely without the other one turning.
