Will not start, dash lights do not work

My son went mudding them all the dash lights came on, now it will not start or even crank but headlights work. The alternator tests fine and it has a new battery. Wondering if anyone had any ideas? Could it be a relay?

If the dash lights are not working while other electrical components still works, it means a power source has been disrupted.

If the starter cranks with the dash lights out, it could be a fault with the ignition switch. Since starter is not cranking, I would suspect that to be a fault with the main fuses (fusible links) in under hood fuse box. Have them checked.

Sure. Connect the ground lead of the VOM to ground, make sure it has at least fifteen to twenty volts selected on the dial. Then use the positive lead to probe the top tabs of each fuse. You want to see battery voltage on each side of the fuse. If you only see voltage on one side the fuse is blown.
