My alarm is not setting

When I arm the anti theft, I cannot cause it to alarm either pulling the door handle or opening the door with the window down. Is this normal?

When I press the remote lock twice the lights flash and the horn chirps but otherwise it doesn't seem to be armed, cause in no way can I set off the alarm? Any info will help as my car was recently broken into and I cannot stop worrying they may try again.
