Catalytic converter

HELP, A check engine light stated that I need a new catalytic converter. I had both replaced (bank 1 and bank 2) Less than 5000 miles later the check engine light went on again. Had it scanned several times and the results stated that I need to replace both(2)catalytic converters again. (Parts Po 221 and PO231. AGAIN? My local Audi mechanics are perplexed. Scanner once again states that both have to be replaced. - (Insufficient warmup efficiency). Mechanic stated that it might be one of 4 oxygen sensors but does not know which one it is and there is no way of testing which one might be bad.
Someone please help. Is it really a bad oxygen sensor? Ed ps I also had the ECM replaced. Did not do the trick

It could be an O2 sensor. They need to check each to see if they meter within the manufacturer's spec. IT can be done. Also, they can check each with a live scanner. They can actually see how each o2 sensor is responding. KEEP IN MIND: The new converters are under warranty.
