1999 Volvo V70 Repair Question

Not geting enough fuel
Replaced fuel pump, still will not start pump runs for 10 seconds then quits. I put a test light on pump and only shows power while turning key car wants to start but like I said pump runs for only seconds.Even tried jumping pump still no go

The pump is only going to run when you first turn the key to the run position for a few seconds.The only time it will run constantly is when cranking the engine or the engine is running.
