i have a 99 jetta 2.0 manual and it will just chug quite often when just trying to stay at one speed. and sometimes when taking off it will just feel like its dogging down when pressing gas down hard, but then if i let off and push it again it will then take off like it should. changed plugs and wires. nothing changed. it had also been rearended on the gas tank side before i ever bought car. no damage to gas tank. may have pushed things together tighter. fuel filter?

Check fuel pump pressure and check for vacuum leaks. If the check engine light is on, make sure to have the computer scanned for codes. Most parts stores will do it for free.
