1999 Volkswagen Beetle air conditioner want work

I have a 99 Volkswagen beetle and can not get the air conditioner to come on, I have replaced the compressor, the dryer, and the expansion valve.
The low side pressure is high and the high side is low on compressor.
I also need to no where the low presser switch is located.

Is work being done by an experienced Tech? Was system flushed? Was symptoms same with old comp, dryer and expansion?

250 on low side and 20 on high side

Readings weird are you sure? Maybe LOW 20 and High 250? Been doing auto AC for 45 years and those readings just cant happen. Any chance you can have Tech contact?

What do you mean do I have teck contact?
We checked again and that is what the readings are. We have even taken it to a volkswagen dealership and they could not find out what was wrong with it.
Can you also tell me where the low pressure switch is located on the A/C
