1999 Lincoln Continental steering problem

When turning the steering wheel either left or right the serpentine belt squeal and slips like something is locking it up only when I turn it all the way. I can even hear like a thumping sound coming from the right passenger side of the engine that would be the front of the engine and if I hold it to the left or right it shuts the engine off

If it slips replace the belt and tensioner that may take care of your problem. Recommended at 60 k for both.

I replaced the belt and the tensioner assembly and the idler pulley and the problem is still happening it seams like the belt is to loose I can pull it off and put it bake on without adjusting the tensioner is the even possible without using a breaker bar

If it's that loose then I'd have to say it's either the wrong tensioner and or belt they should be tight and not able to do that unless you are just short of being a gorilla for strength. See pic and see if the tensioner is in worn area if it is then take both back

They sold me the wrong size belt now on my way to the auto parts store to return it I pray that this is the problem and by the way I really appreciate you taking the time out to offer suggestions thank you very much will keep you posted

Make sure p/s fluid is full but it could be the rack an dpinion is going bad as well. But it thin from your description your belt may be part of the problem.

Well the belt did not solve the problem but its just mot as bad as it was two question is the power steering pulley suppose to move in and out little bit and could it be that the pump is going bad when I checked the fluid it did look kind of dirty

With the age f your vehicle it will have some slop but dirty fluid won't cause the problem. Have a pro check p/s pressure and box. I doubt it's pressure but I 'm thinking more of the box.

What is the box is that the p/s pump another? Is this the reason my battery will not keep a charge I have to boost it each time I start it up

If your batter won't charge then have it tested at auto parts for condition including load test it's free. Your box is eiteh tehr rack and pinion or steering box that may be the problem but have the powersteeering pump tested for pressure first.
