Ford Explorer Thermostat Problem

Hello, the temperature gauge on my explorer never makes it to the middle. It takes a long time for the vehicle to warm up and eventually the gauge will rise but stop about a 1/3 of the way and lean torwards the cold end. The gauge will fluctuate sometimes when you put down the pedal. I had the thermostat checked and they said it was fine. Any suggestions?

I'll do that. If the thermostat is bad, would the gauge not even move?
