My 1999 silverado starts but won't stay on I was told it is the fuel pressure regulator and is that what it would really be and what does the fuel pressure regulator do

The fuel pressure regulator does just that. It maintains the proper fuel pressure although it's pretty rare for one to cause a "no start". I've never seen that happen. It is much more common for a bad fuel pump. You need to use a fuel pressure gauge to determine what the pressure is. This truck requires a MINIMUM of 55PSI to run.
