If my engine locked up would the car still make a fast clicking noise when the key is turned?

Heres what happened I was driving the car and it just died as I made a stop. When a guy tried to jump my car it didnt work, but it made a "clicking" sound when the key was turned. I had it towed and the repair shop told me it was going to be a new engine because it had locked up.
So my question is, will the car still click like that if the engine was bad?

-Could be the starter motor, starter relay and ignition switch, also the battery and connections

Usually a seized engine would not make the starter click continously, unless the battery is weak. The starter would more likely to clik once and stop.
