engine over heating

just 2 weeks ago i had a complete engine overhaul new crankshaft head redone new bottom pistons etc..i get the car back and still overheats after 1 hour in traffic. the mechanic pulled the head sent to machine shop again new head gasket again and still over heating... he says the fan slow moving so we change and sent radiator out for cleaning get the car back and same problem...oil temp light is on and s it heats up the air con shuts off

The oil temperature switch actually turns on the fans. Get a infrared temp gauge for $20 at Advance auto or other parts store and see what the temp is near thermostat when fans come on. I believe they should come on at 180-190 degrees at most.
There could be a pressure problem so do a cooling system pressure check. A quick check of this, still do the test with the proper gauge tester, grab the upper radiator hose after you turn off the car to see if it has pressure. If it does not try a radiator cap first. Of course the thermostat should be new in a new motor.
That is the best place to start.
