My 1998 Land rover discovery accelerates at a very slow speed.

start by having the car serviced/tuned

If I want to work on it myself, should I start by changing the spark plugs and maybe the spark plug wires?

yes air filter, plugs and wires also add a fuel system cleaner to the tank
