1998 honda civic idle problem

hi, ive been told that the idle air control valve only works when the air conditiong is on is this true. I've been toldby 3 mechanics that i have a bad iac and 1 mechanic is saying that its the tps. The idle jumps around.

Do you have a check engine light and when was the last tune-up??

The idle air control valve targets the idle speed at all times whether the AC is On. The computer will raise the idle speed thru the IACV when it senses the AC load from the compressor or from an idle up solenoid

Try cleaning the IACV and test the EGR valve and the throttle position sensor
