I have had a new ignition barrel and key put in my honda civic 1.5i, vtec, everything working okay, but my car wont give the final kick, I have been told that I may need a secuirtey code or the key flashed, due to the immobiliser

Are you sure you r vehicle is equipped with immobilizer?
Is there a green key symbol in dash and does it blink when you are attemptng to crank the engine?

Did you check/test the clutch pedal switch?
Are you able to turn the key all the way?
Is the igniton swith installed correctly and did you check if it is faulty?
