engine running sluggish and stalling

I have a 98 ford escort zx2 with symptoms are running sluggish and stalling while stopping and im getting an error code P1383... I know that possible causes for this code are
1-cam timing improperly set. I have no way to test this
2-no oil flow to piston chamber. verified flowing
3-low oil pressure.. checked it's ok
4-vct solenoid valve stuck. Verified working
5-camshaft advanced mechanism binding (vct unit) verified to be moving with no metal shavings.
Im not a mechanic I am 17 and broke. I have no way to run a Koeo or a koer test. can anyone help me out with ideas

I have checked all of that in the article all tested fine. I'm not a mechanic but I'm pretty smart. I have AllData available to me and the code is P1383 what I said in the original post i know the problem is camshaft timing just don't know how to fix it

Check and verify the valve timing, test the CMH sensor and its wiring back to the computer
