P0401 neon
I have a 1998 Dodge Neon SOHC P0401 and wanted to know how likely it is that it is the EGR Valve

If you wanted odds, I would say 50/50. There are other things that can cause that code like a plugged up passage in the throttle body.

Maybe solenoid, wiring or vacuum without testing hard to say

The solenoid, position sensor and valve are usually all one unit on these.
