1998 Chevrolet Lumina Air Condioning

Last year I had my air conditioner recharged and it worked fine. It was really cold. This year it will only get cold while driving at low speeds. When it does work it gets freezing cold. It's weird because when I slow down with the air conditioner running or even stop for a light freezing cold air comes out. As soon as I speed up to 45mph or higher it gets warm again. It's not hot air but it's not cold either just warm. Can someone help me with this please? Thank-you

Someone is going to have to rig up high and low pressure gauges to monitor while driving. The vehicle is going to have to be check by someone that specializes in AC repairs. This can't be diagnosed over the Internet.
