Why does my 4x4 only work when my heater works fully. But when my heater only works on HI blowing capacity the 4x4 wont engage. Electrical proublem? Or a ground wire problem?

That is most likely a bad blower motor resister. It's located under the dash on the top of the blower motor housing. The dash has to be rolled back to access it.
