1998 Chevrolet Blazer Repair Question

Chevrolet Blazer Fuse Problem
Service engine light will not illuminate when ignition is turned on for first start up. has an O2 sensor bad also which should have it on. have checked cluster and is good as led works. checked wire from computer and is good also for continuity. tried a used computer same thing . any idea? If answer resolves my problem we can negotiate a fair contribution.

check all fuses for power to the pcm. use a test light and check all fuses.
how do you know it needs a o2 sensor???
never use a used pcm as it wont work. it is programed for another vehivle and will come up with vin mis match
