Engine revs up and down while idling
1998 acura el 1.6 only 178000 kms.you step on the fuel to go and engine seems boggy;another issue was engine revs up and down while iding,sounds like its whistling

The engine bogging down could be due to ignition or fuel problems and if a tune-up hd not been done, that is where you should start.
The surging could be due to low coolant level, faulty IAC, clogged coolant hoses to IAC or vacuum leakages.
