Engine cooling fan does not work

1997 Saturn SL1, 4 cyl. 175k miles. radiator fan doesn't come on. I've replaced thermostat, engine cooling sensor, radiator. Fan doesn't come on, even with A/C running, no fan. I've swapped out the relay with the A/C and still no fan, A/C still runs. Any suggestions? Time to put it on a hardwire switch?
Thanks in advance.

No hard wire switches we need to just find the problem. So the a/c clutch kicks in when you turn the a/c on and the radiator fan doesn't come on?If so when that happens you should have power to the striped wire to the fan motor and the other wire to the motor should be grounded. If it is you have a bad fan motor.Have you checked the 30 amp green maxi fuse in the under hood fuse box labeled cooling fan to see if its blown?
