THE DRIVERS DOOR IS IN THE LOCKED POSITION AND UNABLE TO OPEN WITH KEY AND UNABLE TO GET PANEL OFF BECAUSE THE DOOR IS CLOSED

Lower the window glass and see if you can see anything from the glass slot. If you are not able to get the door opened through this, you would have to force the door panel off after taking off what ever screws you can.
