How do I get my highbeams to work?

I have a 1997 Wrangler TJ Sport. My headlights work but my highbeams don't. I was thinking it could be either a relay or a dimmer switch. I don't want to buy electrical parts until I'm sure. I couldn't find a relay for it, and I'm not sure if its sopposed to be next to the battery or somewere near the power distributer box.

Removal & Installation
1. Disable air bag system. See the AIR BAG RESTRAINT SYSTEM article. Remove trim panel from
lower steering column. Set tilt steering column (if equipped) to its highest position. Turn ignition on.
Insert small screwdriver into access hole in right side of steering column lower cover.
2. Push up on screwdriver and pull key cylinder from ignition switch housing. Remove lower steering
column cover retaining screws. Set tilt steering column (if equipped) to its lowest position. Remove
upper and lower steering column covers. Remove 2 screws securing multifunction switch water
shield to top of steering column. See Fig. 14.
3. Remove screw from bottom of water shield. Lift multifunction switch with water shield away from
steering column. Disconnect multifunction switch connectors. Remove multifunction switch and
water shield as an assembly. Gently pull water shield over hazard warning switch **** and remove
shield from switch. To install, reverse removal procedure.
Disable air bag by removing negative battery cable for a few minutes. Check continuity using the charts shown.

HEADLAMP SWITCH
1. Unplug the headlamp switch connector. Check for continuity between the left front door jamb
switch sense circuit cavity of the headlamp connector and a good ground. See WIRING
DIAGRAMS. There should be continuity with the driver door closed, and no continuity with the
driver door open. If OK, go to next step. If not OK, repair the circuit to the driver door jamb
switch as necessary.
2. Check for continuity between the key-in switch sense circuit terminal and the left front door jamb
switch sense terminal of the headlamp switch. There should be continuity with the headlamp
switch turned on, and no continuity with headlamp switch turned off. If not OK, replace faulty
headlamp switch. See HEADLAMP SWITCH under REMOVAL & INSTALLATION.

You also need to check fuses 4 and 10 under the hood in the power distribution center and fuses 1 and 3 inside fuse panel on right side under the dash.
