Im an experienced mechanic but even with my experience I haven't come across this problem yet. Im trying to help someone who cant afford to pay someone but I'm failing them by not being able to fix it for them. I've been all over the internet trying to find an answer but nothing confirmed. Im sorry I cant afford to donate right now but I'm out of work myself. All the help you can give will be greatly appreciated.

Is the radio the only item on that circuit? There has to be either a short or the radio itself is bad. Disconnect the radio to see if the draw stops.

Track the circuit down could be a direct short to ground or a component being powered by that fuse-
