is it safe to use three 13 inch (175/70) tyres with one 14 inch (175/70)

If you have anti-lock brakes, then they must have exactly the same outer circumference, otherwise the larger tire will be turning slower and will appear to be about to lock up when you brake. That will cause the anti-lock function to kick in unless it detects the wheel speed problem sooner and turns the system off. You would know that by the yellow warning light turning on.
