I have a 1996 Jeep Cherokee, the front right wheel only when turning left or right seems to be binding up and only noticed it when turning into parking lot or slower speed, I jacked it up and both wheels are smooth when straight but when turned either left or right the passenger wheel binds up and doesn’t spin even and has a wobble to it.

Ok, Sounds like a Ball Joint. Jack the vehicle up again and crawl under it move tire and watch were the Steering Knuckle connects to the Control arms. If move a lot then need to replace.
