96 Infinitiy I30 main fusible link

1996 Infinity I30 appears to have no battery power. No idiot lights, no cranking. Battery checks 12.6V. Checked fuses and most fusible links. Tried to check main 140A fusible link and the plastic case came off and now there are just two metal prongs sticking out of the holder. They will not pull out and appear to be almost welded in place. If I check voltage across the two prongs we only get about 6V and if you turn the ignition key it drops to 1V. This should always show full battery voltage, correct? Could they be welded/shorted in the holder? And where do I go from here? Replace the whole fuse holder/assembly and wiring harness?

The fuse is bolted on at the side. You need to lift the fuse box and remove the side cover, which is clipped from bottom. From side you would see the bolts, 8 mm hex on 1 side and 10 mm hex on the other.

Seems the connection is loose underneath.
