1996 Honda Passport Repair Question

Why is my honda stuttering and not going over 20 mph
I just got my honda and thought it was a good car and good deal i got it for 1500 first day i got it my tail lights didnt work then i had to replace the starter weld the frame back together and new oil filter what could be wrong with it ? it always has a bad oily smell now its not wanting to drive even close to decent i was told it could be the oil pressure?

is CEL on? could be weak fuel pump or plugged exhaust or engine sensor problem.

im not sure what the cel is but i just relpaced the fuel pump to

do you have any type of idea of what engine sensor
