1996 GMC Sierra Truck wont start

Got a new gas tank in and pump but she wont start unless I prime it. What's wrong with it?

Have you checked to make sure the fuel pressure is within the manufacturer's specs? Was the fuel filter replaced? When it does start, is there any black smoke from the exhaust?
