engine "chugs" briefly

95 villager runs great unless its raining or thru a car wash. Then it starts "chugging" and won't accelerate. I stop, let it idle for 5-7 minutes and then it's fine. As if something is getting wet, then needs to dry out, then it runs fine. Any ideas?

You are right about something getting wet and affecting the performance.

The most common cause would be from the distributor and its related components such as plug wires, distributor cap etc. Have those checked.
