I was stopped at a light and gear in neutral. I pressed down the clutch and put it in 1st. Eased of the clutch and pressed the gas pedal. The car lurched forward and the clutch pedal popped and was stuck on the ground.

I pulled the clutch pedal back up and tried to press it down and start the car. The pedal is very hard to press down and doesnt go all the way to the floor and the car will not start now.

The lights and other systems are working but the car will not start and clutch pedal will not go down all the way is very very hard top press.

What can cause this and what do I need to do to fix it.

Check that the clutch fluid level is ok, if not you will have a leak at the slave cylinder on the gearbox or at the master cylinder on the fire wall, check these and if leaking replace and re bleed, if no fluid loss, the problem may be internal of the clutch assembly in the transmission bell housing, this will require a mechanic to inspect first hand and report.
