My recently purchased 95 Civic 1.6L registers hot once the ignition is on and my fuel gauge registers full in a similar fashion. Maybe it's just coincidence. After looking into it, I noticed the fan isn't kicking on as well. So I replaced the thermostat, ECT gauge sending unit (single wire) and the ECT switch (next to the thermostat) the only one I haven't replaced the ECT sensor (two wire). After installing the new parts I topped off the radiator and started the car. Once again the gauge shot up to hot. I decided to let the car idle with the cap off. I noticed the fluid was not circulating nor was it getting hot. After a 10+ minute span. The coolant was still cold to the touch. The car isn't loosing coolant nor is it overheating. Furthermore the car idles and runs smooth with no other problems.
