1995 Chevrolet Beretta Starter is dragging

My mother in law has a 1996 Chevrolet beretta with the v6 3.1 l engin she is telling me that when she try's to start the engine that it seems like the starter is dragging. Diagnoses with a computer did not help to find the problem. The only two things that I can figure that would make the starter drag is a ba winding in the starter or a bad ground wire issue. I'm not sure where to go from here should I get the starter tested or should I check the ground wire connections or just go replace the ground wires and run a few extras wires to b Shute that it is or isn't the problem. No it just acts like it's not getting full power

So can you hear the starter spinning but its not kicking out and turning the engine over?

The starter will start the car every time I hit the key. It is functioning properly other than not spinning as fast as normal. The rpm of the starter is slower than usual.

Also the battery is brand new and has been load tested.

I would have a starter draw test done it can be done with the starter in the car.

Also would be good to make sure the battery cables are clean and tight. Make sure the ground cable is good as well.

I tested my starter to see if I'm getting power. I am getting voltage with out key turned over what does that mean
