1995 Buick Regal Custom It surges going up the road

The car seems to surge while holding throttle steady at around 40 to 50 mph, it picks and chooses when it wants to do it. I have takin it to a repair shop and it's done it on the way there but when some one else drives it. It doesn't do it. I think they think I'm nuts but it really is surging or something

I would have the fuel pressure checked, the cat converter checked and make sure the plugs are good.

I checked the fuel pressure and it was at 42 psi. The spark plugs and wires are new. It was having the problem before all the stuff that was done. Do you think the cat converter could be the problem?

Yes, you need someone to do a vacuum test on the converter to verify.
