What is the fuel pressure @ key on engine off and running pressure? When it stalls does it start back up immediately?

I don't know what the exact pressures are at this moment....I have it at a shop and my mechanic says that it's got "good pressure".it won't start right up again,we believe because it may be flooding out! He thinks it may need a new ECU,but I don't want to spend more money for nothing

Check if its within specs-flooding out could be a leaky injector/s or the pressure regulator or clogged return line
