Fuel pressure problem

94 jeep wrangler 2.5 mpi. keep loseing pressure .tested pump.putting out 39 psiif i clamp return line to tank got pressure run great pressure at around 90 psi as soon as i unclamp line bottoms out to 0 psi lustput pump in any thought signed FRUSTRATED

That's indication of a bad regulator.

wich regulator just put 1 on the fuel rail still doing same thing

That's the one that's supposed to be holding it back. If you have 90 when it dead headed and good volume and 0 using the regulator, you have a bad regulator. Make sure you don't have the lines reversed although I don't think that can be done.
